Urban Transport Group director Jonathan Bray contrasts the approaches of the the High Level Output Statements from Transport Scotland and the Department for Transport.
The latter’s, he says, “could be summarised as ‘best not be too ambitious given what’s happened recently, and we will get back to you on the detail.’”
Scotland’s, he continues, “lays down the law about exactly how and why previous problems will not be repeated and what exactly Scotland expects for the considerable funding the country is putting into the railway.”
