Makes reservations compulsory of peak trains

Virgin Trains has reportedly said that it had considered making peak time services reservation-only to combat overcrowding, although regulations prevent this. 

Richard Scott, Virgin Trains' executive director of corporate affairs, told Mps that airline-style ticketing would make a big difference, as would introducing 'shoulder peak' fares to reduce the overcrowding caused by passengers waiting to board the first off peak trains when fares are lower.
