Transport Correspondent Graeme Paton claims that rail speed restrictions are causing the ‘worst delays in eight years’. Temporary speed limitations caused more than one in ten late arriving trains over the last twelve months. Rail improvement works are being blamed for the restrictions, with Network Rail receiving criticism for failing to maintain lines properly.
