Steer Davies Gleave’s Jim Steer calls for an end to “planning for fixed future year train service specifications and avoiding the inevitable disappointment: major infrastructure schemes should surely allow the service offering to change!” He says that the Secretary of State for Transport was right to call a stand-still period on electrification, because it was the only option when the whole programme is running late and beyond budget. His view is that we need to look at the starting point of project development so that engineering specifications follow a remit, and beware of investment in infrastructure driving modernisation that might be unnecessary.
