“It is fashionable to say at the moment that franchising is dead. Is it? The Treasury and the Department for Transport clearly don’t think so,” writes Transport Focus Chief Executive Anthony Smith. “Yes, risk allocation, planning of enhancements and the processes of change all need a thorough overhaul. However, franchising has bought benefits: contracted investment in main and branch lines, new trains, cost control and an increased focus on passengers in both the replacement and operation of many services.”
