The next Wales and Borders franchise is due to commence in October 2018, with responsibility likely to be devolved to the Welsh Government. But a report reveals that according to an industry source, no bids for the franchise will be received unless the Welsh Government takes the lead in managing compliance with disability regulations for the fleet.
