"The credibility of her (Nicola Shaw's) proposals is seriously undermined by the failure to consider how the significant proportion of services that, inconveniently, cross one border or more en route will be managed," writes Julian Worth in his broadly positive appraisal of the Shaw Report. While praising Shaw's recognition that freight needs special consideration in a more devolved network, Worth heaps criticism on the lack of detail on offer in how this challenge can be overcome, describing it as "too difficult" for Shaw to resolve.
