Jim Steer says there is a financial barrier to simplified ticketing. Implementing an Oyster-style system is only possible with a fares system that allows it to happen. He highlights the challenge for the Northern franchise because only five of the 500 stations under the franchise have ticket gates, making smart ticketing a difficult hurdle. Steer says “strong leadership and northern innovation is clearly called for”.
