John Nelson believes the Transport Secretary’s recent announcements about Network Rail are the right thing for the railway, but he asks how they will be implemented. He asks: “How will it be reflected in the letting of franchises? How will it sit with devolution not just within Network Rail but with the increasingly important regional transport authorities? What will the definition of maintenance be? What distinctions will be made between maintenance and the longer term renewals? Where will enhancement projects feature?
