Legislation framing liberalisation of Turkey's railways has been published in the Government's official journal. This paves the way for state railway TCDD to be restructured as the infrastructure manager while a new operator will retain and use the TCDD brand. There will be a regulatory framework for socially necessary services, enabling secondary services to be tendered. The legislation also provides for private investors to build and operate new infrastructure under concessions of up to 49 years. - NH
