The Rail Freight Group says that “independent regulation is, and must remain, at the core of our sector, at least so long as the industry remains, at least in part, privatised”. With so much private investment in the industry, competitive operators need to know that decisions are set by “a party wholly separate from the infrastructure manager and other operators”. RFG says “we must all seek to separate past organisational failures from core concept” as the Shaw Report progresses.
