The new Great British Railways public body should seek to replicate Transport for London as a “well-informed client” and adopt its processes for awarding future rail contracts.
This was the message to MPs from David Brown, managing director for UK Trains at Arriva Group, during a meeting of the All-Party Parliamentary Rail Group on July 17.
He told them: “One contract we operate is the Overground network for TfL, and that gives us a good insight as to what is possible when you have a well-informed client that understands the role of the rail operations in the urban network. “TfL is very demanding and very well-informed as to what it wants, and I believe whatever guiding mind or strategic body we end up with could learn from how TfL approaches the specification and manages us.
“Within the contract, we are held to account, particularly around performance, and that’s why you’ll see the Overground is always one of the top one or two train operators when it comes to reliability.”
The meeting focused on whether rail competition can deliver good outcomes for passengers.
